From Security Engineering to Deputy Minister of Defense

My name is Yulii Here. My primary focus today is strategic investment in Ukrainian Defence Tech.

As Chair of the Supervisory Board of the investment fund U-Tech Assets Fund, I identify and scale military, security, intelligence, and dual-use technologies to integrate them into the international technology ecosystem. But this focus did not come out of nowhere—it is backed by more than 20 years of experience in engineering, security technologies, and defense sector management.

I am the founder and CEO of Engineering Company LLC, which has specialized for more than two decades in technical information protection systems, information security, and engineering solutions for the security and defense sector. We develop complex technological and engineering systems for government institutions, strategic enterprises, and corporate clients, including solutions in information protection, cybersecurity, and security technologies. My experience working with large-scale infrastructure and security systems naturally led me to the national level.

As Deputy Minister of Defense of Ukraine, I was responsible for shaping and implementing digital transformation policy for the defense sector, developing technical information protection and cybersecurity capabilities, introducing automated troop command systems, as well as interagency coordination and integrating innovative defence-tech solutions into the work of defense institutions. After the full-scale war began, I also served as an adviser to a number of government institutions, helping build the resilience of critical infrastructure, improve the protection of government information resources, and promote technological innovation and investment in Ukraine’s defense technologies.

The principle “Nobody but us” as the starting point for building expertise

How did you come up with the business idea?

The principle “Nobody but us.” I understood that no one would solve complex security and technology challenges in defense and information protection on our behalf. We needed to build our own expertise, develop Ukrainian security technologies, and take responsibility ourselves.

Seven degrees and the ability to make decisions amid uncertainty

What key skills helped you launch the business?

My first degree was in technical security and information protection (I now have seven degrees), along with technical training and, perhaps most importantly in our reality, the ability to make decisions and work amid uncertainty and global turbulence. In the Defence Tech and security technology sectors, the ability to make decisions quickly and take responsibility for implementing them is often critical.

Survive and stay in business under any circumstances

What were the 3 toughest challenges you faced in the early years?

First and foremost, surviving and staying in business, continuing to work and grow even in difficult circumstances. For a company operating in security technologies and engineering solutions for the public sector, resilience and discipline are essential foundations for growth.

Why reputation is an asset that cannot be rebuilt

What crises has your business faced, and how did you overcome them?

Economic crises, changes in the regulatory environment, and the war that began in 2014. All these factors had a direct impact on the security technology and defense solutions market. We overcame them through: • diversifying our areas of activity • disciplined spending • focusing on core competencies in engineering and defence-tech solutions • clear strategic planning. And the most important asset is our reputation and name. Any system or company can be restored or rebuilt—but trust is practically impossible to restore.
